Job description
- Mobilize external resources for private sector financing.
- Mobilize resources for private sector particularly Lines of Credit, Equity Investments and other financing opportunities from
Bilateral or multilateral agencies in favor of Rwandan private sector; - Link Private Sector Actors to available financing opportunities and share information regularly on these opportunities to the
private sector; - Maintain regular correspondences and follow up with development partners;
- Ensure the implementation of Rwanda’s Aid Policy and resources mobilization reforms that enhance aid effectiveness in Rwanda;
- Assess the financing agreements on the effectiveness principles;
- Participate in organizing DPCG Meetings that bring together GoR, DPs, CSOs and Private sector;
- Prepare a private sector financing Map and prepare training for private sector actors on accessing financing from DFIs private
sector windows; - Carry out development finance negotiations and other innovative financing, formulate a negotiation position based on Rwanda’s
aid policy; - Assess constraints on financing needs (debt sustainability, fiscal deficit constraints) with donors;
- Follow up on disbursements under the assigned portfolio (s).
Minimum Qualifications
- Bachelor’s Degree in Economics3 Years of relevant experience

Disbursement Monitoring Officers

Job description
- Carry out resources mobilizations activities.
- Carry out development finance and other innovative financing negotiations, formulate a negotiation position based on Rwanda’s
Aid policy; - Monitor and follow up on donors’ project/programme portfolio in terms of ensuring fulfillment of effective conditions for the 1st
disbursement and ensuring subsequent disbursements under the assigned portfolios; - Assess constraints on financing needs (debt sustainability, fiscal deficit constraints) with donors;
- Organize external development partner’s coordination (including organization of joint missions), meetings on harmonization, ODA
mobilization instruments and dialogue on sector strategies (cluster meetings) at higher level e.g development partner’s
coordination group, development partners retreat, etc; - Report on development partners’ portfolio statuses
- Attend sector working group and joint sector reviews;
- Organize country portfolio performance reviews and follow up recommendations from the reviews;
- Ensure that Aid data are regularly filled in the development assistance data base (DAD).
