Minimum Qualifications

  • Bachelor’s Degree in Accounting with CPA/CPFA/CPFM intermediate level /ACCA Foundation Level (Completion of ACCA Applied Skills papers)3 Years of relevant experience

  • Knowledge of Standards and frameworks applied in Public Sector such as International Public Sector Accounting Standards (IPSAS); IFRSs; Government Finance Statistics (GFS); Internal Audit framework and International Standards for Supreme Audit Institutions (ISAAIs)

Job description

  1. Coordinate Human Resources and Finance activities.
  2. Record accounting transactions in accordance with accounting standards and principles.
  3. Ensure timely payments of suppliers invoices.
  4. Coordinate the preparation of the medium and annual and National plans.
  5. Effective public finance management in respect to the Organic Law on State Finance and Property.
  6. Coordinate the preparation and implementation of the annual and quarterly cash flow plans in consultation with the Ministry of Finance.
  7. Establish and maintain an effective, efficient and transparent systems of internal controls and risk management.
  8. Ensure effective implementation of the audit recommendations of the Ministry in charge of finance and Auditor General of State Finances.
  9. Ensure and monitor the proper management of contracts.
  10. Ensure effective management of logistics.
  11. Ensure achievement of unqualified audit report (clean audit).
  12. Ensure weekly, monthly and quarterly reports to the Supervisor.
  13. Any other work related responsibility as assigned by the supervisor.
